EU30+ voting calculator: modeling Council votes after enlargement

The EU30+ voting calculator can be used to simulate Council of the EU voting system and results after the accession of current candidate countries (Albania, Bosnia and Herzegovina, Moldova, Montenegro, North Macedonia, Serbia, Turkey, Ukraine) and potential candidate countries (Georgia, Kosovo).

The calculator uses population data (as of 01.01.2023) from the Eurostat.

Voting rules are specified as follows:

• Qualified majority: at least 55% of member states, representing at least 65% of the EU population, vote in favor;
• Reinforced qualified majority: at least 72% of member states, representing at least 65% of the EU population, vote in favor;
• Simple majority: more than a half of member states vote in favor;
• Unanimity: no member state votes against.

The EU30+ voting calculator was built with support from the Government Office of Estonia in the framework of the Jean Monnet Centre of Excellence „Rejuvenating Democracy in the EU“ (REPAIR) at the Johan Skytte Institute of Political Studies, University of Tartu.
